Kyovashad: The NPC's name is Lizbeth; turn to the southeast from the fast-travel Waypoint.

Yelena: The NPC's name is Rodyar; look close to the Inn.

Whispering Keys could be purchased from all of these two vendors with 20 Murmuring Obols, a unique currency that is available in chests, in dungeons, and gotten as rewards for completing World Events such as the World Boss Ashava.

Are Whispering Keys Worth It in Diablo 4?

Diablo 4 can spawn Silent Chests almost anywhere, turning up for a short time on a player's minimap. At the time of this writing, it does not appear that Silent Chests appear in any kind of order; the loot within them also seems to be completely random. This, unfortunately, implies that it's hard to express for sure when the Whispering Keys are worth the 20 Murmuring Obols they cost.
